Leadership in San Antonio

Our executive director and local leadership are committed to building a stronger San Antonio by supporting and developing our AmeriCorps members as leaders in their schools and community.

Executive Leadership Team

Dr. Rachara “Char” Jefferson | Senior Vice President and Executive Director

Dr. Jefferson brings a wealth of experience to the role, having previously served as the Interim Academic Dean at Palo Alto College. Her leadership of the college’s Career and Technical Education department and Office of Student Success provides an exceptional perspective into equitable educational opportunities in our community.

With over 20 years of practical business and organizational development experience, Dr. Jefferson has worked in diverse industries, departments, and functions, including human resources, management, and leadership. Her experience spans higher education, retail, sales, and large pharmaceutical and healthcare organizations.

Dr. Jefferson understands the challenges associated with achieving long-term, sustainable results while building an environment in which employees can thrive. She has walked the path from employee to leader to executive and has successfully led small, large, and global teams. The common thread in her career has been her love of people. She believes that when people are respected, trusted, responsible, and connected, the organization will achieve great outcomes.

She has earned a Bachelor of Arts in English – Professional Communication from Marygrove College, an MBA in Management and Strategy from Western Governors University, and a Doctor of Business Administration (DBA) in HR Management from Walden University. When she is not working, you will find her reading, volunteering, or cooking.

Jasmine Glasper | Managing Director of Impact

Jasmine Glasper stepped into the role of Managing Director of Impact at the start of 2023 after nearly two years of serving as Senior Impact Director for City Year San Antonio.

She is originally from Gonzales, Louisiana, and graduated from Washington University in St. Louis with a B.A. in Political Science and Accounting. Jasmine’s involvement with Alpha Phi Omega – a national community service fraternity – led her to join City Year as an AmeriCorps member after completing her studies.

Jasmine is highly regarded as an expert in the implementation of our Whole School Whole Child programming across the City Year network because of her depth of knowledge relating to our service delivery and her proven track record of deepening impact throughout her career at City Year. She is passionate about people, data, and educational equity. Outside of service, Jasmine enjoys reading and group exercise classes!
